Mail "offer" to find out about programs available in my area (12525) for home improvements at no cost to homeowner. Mail addressed to "Resident" at my street address, so definitely targeted by area.
On NRIA.org, no programs are listed for my state, so seems like a way to get me to submit identifying information to solicitor.

Official looking postcard type mailing with a listing of programs: Section 504 Home Repair Loan and Grants, Energy Efficient Mortgage Program Tax Credit(s), HECM Program for Senior Citizens, Government Insured Loan(s), etc.
When doing home repairs, any reasonable person should hire local who can provide references and be willing to back up their reputation. Many people think someone is going to do that challenging work for them on the up and up? The filter questions they ask, you know they are phishing for information about your personal situation. Such as: (a) Household Income at this adress if above or below local median income (b) if your home located in a declared disaster area, (c) my credit rating is poor, fair, or good, (d) age categories for homeowner.
Post card style references FORM STD1801 (which is a fancy reference to date that the postcard was designed. Mailing address for this postcard is Pennsylvania, yet the home address is Virginia. All so weird.
