Same here. I paid US$8.99 and it has been 3 days and the status of the report on hi website http://vinexaminer.com/ still says “Generating”. But the website promised to deliver it within 5mins of payment. I have tried emailing the seller at his PayPal address and the message wasn’t delivered because his inbox is full. I have started a dispute through PayPal. Let’s see how that goes.

Vehicle Identification Number report. Preliminary information about the VIN that I was researching stated that there was data that the vehicle had been offered at auction, the information would be provided in their $8.99 report. I purchased their report, there was no information about the car having been offered at auction.

This company claims to have vehicle information by VIN number. Their website is vinexaminer.com and request $8.99 to view a full report on the requested VIN number’s vehicle.

When the report is ready, you click on the link and a blank page comes up that has a popup that reads: File does not begin with ‘%PDF-‘,Local\EWH-8048-1

Then, a confirmation email comes up that payment has been received and the guy’s name is Pavel Pichukou.

I am going to dispute this charge with the credit card bank.
