We had TLC Concrete/ Frank Jaramillo come to our home and give us a quote for concrete the end of July 2017. He drew up a contract and my husband signed it. He asked for 1/3 of the money up front. He and three of the scariest guys came to work on leveling the dirt for about 4 days. Their days started at 10am and they were gone by 2pm. He came to collect the second 1/3 of the money on 8/2/17 and plans were to start the concrete on 8/3/17. He had two loads of sand dumped and leveled in the pasture where the 40X50 shop will be built. Frank said that the concrete crew would be there the next day to frame and rebar the shop area. We paid him the second 1/3 of the money. Frank called my husband on the evening of 8/2/17 and said he had been pulled over and was going to be arrested for warrants and would call us as soon as he got out. Well, he never called us and he never came back. We have tried to contact him and he does not answer the phone. We then got on the computer and he is a total scam artist. He has been doing this for over a decade. There is no such thing as TLC Concrete. He drew up the contract on a computer. We found out that Frank was a police officer in a small town in South Texas and was fired. Since then, he has been scamming people for years. We will never recuperate that money back but, I want to make sure he NEVER does this to another person. He is a smooth talker and a great salesman. Too bad he doesn’t follow through with the job. I never want to see him or those scary guys he had at my house again.
