Type of a scam Debt Collections

I received a letter from Stewart, Stein & Jacobs (appears to be a fraudulent collection agency). The letter states my social security number and personal identification were used to obtain an online or storefront payday loan. The letter includes my full social security number, file #, accrued balance and a settlement balance. The letter talks about civil litigation, serving me formally, and garnishing my wages. The letter tells me I have 3 days from receipt to make acceptable arrangements, provide a certified copy of a police report showing I was a victim of identity theft, or provide a bankruptcy creditors list. The letter also states all three credit bureaus will be updated within 30 days. I have not applied for a loan with the creditor listed, nor have I had ANY contact from them pertaining to any debt owed. I have attached a copy of the letter I received. I have blacked out my full social security number for security purposes.
