The contractor got prepaid for materials and started the work but most of the materials were never delivered and he stopped returning calls.
As he is doing work on a house other neighbors are given quotes and prepay for materials, but then he doesn’t show up to do the work and won’t return calls.
His bids are very low and he has fooled many people this way.
