Type of a scam Sweepstakes/Lottery/Prizes

A man claiming that he was from PCH contacted me by phone to tell me that I won 6.5 million dollars and a Mercedes benz car. In order to receive the prizes I would have to go to Walmart and purchase a n insurance waiver receipt in the amount of $300 cash. I thought things seemed a little fishy so I contacted PCH and they told me that it was a scam because they do not contact prize winners by phone or email.

I received a call from a man saying he was Robert James and that I had won PCH sweepstakes of 2 cash amounts and a new car. I was to go to the back and withdraw funds to cover some taxes of some kind due. I was NOT to tell them about the winnings or anyone else. I saw several a red flags and he did give me another phone number and did call me back on another day. He asked again if I was alone and when I said yes but also told him I had discovered this was a scam he hung up.

Tim Morgan told me I was the second place winner in publisher clearing house and won 2.5 million dollars, 2016 BMW car, and a trip to las vegas. He gave me a package code and confirmation number and was told I had to wire transfer $299 to receive my receipt to claim my prize.
