They pose as IRS agents claiming to have found miscalculations through tax audits to which they make you think you owe a certain amount of money. They also make you think that the IRS is about to file a lawsuit against you and the only way to stop them from arresting you is to pay right then. They give the option to walk into your bank and get the cash or to pay in Target and iTunes gift cards. They also give two stipulations you are made to agree to follow due to this being an "official investigation", stay on the phone line the whole time, and not to speak to ANYONE about it until you are given a confirmation number and appointment with your local IRS agent. They harass you emotionally and pretend to be helpful. After paying they call you to cuss you out and let you know that they scammed you. In this case they called back over ten times the next day as well using various numbers. The original number was a Washington area code.
