Type of a scam Online Purchase

Scam Story: I purchased ten items of hair extensions via online from Luxe Beauty Supply website. Products are purchased using PayPal or some form of credit card on May 10. Received email on May 10 from Luxe stating that "awaiting fulfillment. Received email from Luxe Beauty on May 22 that products were shipped out using USPS. I received on May 24 one box in good condition with no damages from Luxe. When I opened the box, I counted only seven items of hair extensions. The packing slip included in the box indicated that all 10 items were packed in the box. I initially contacted the company via phone, but no one answers – only a recording. Then I attempted to resolve my issue using the company’s online chat. But the chat person only refers you to contact the company’s customer service by email. Then I attempted to contact the company via email. The company will either respond with a question, or not respond at all. Then the attempted to resolve the issue with the help of PayPal. Yet again, the company responds days later after my initial question, but they only responded with yet another question. In all, I have paid Luxe Beauty Supply in full for 10 items of hair extensions, but the company purposely did not ship all item selected and paid for. The company wants to keep my money without refunding me or giving me the merchandise that I purchased.
