Type of a scam Government Grant

I got a Facebook message from my old boss that I had when I was 15 telling me about the Pell Funds Program. She gave me the agent’s name, Larry Powell, I called the number and he sent me an application to fill out via text.The application asked for full name, full home address, email, zip code, age, gender, marital status, occupation, monthly income, and any disabilities. I filled the application, I gave him my name, address,and phone number.I waited for them to get back to see if I was approved or not for a grant of 40,000. I received a text saying I was approved and it also had a list that showed how much money I needed to send for the grant, the minimum was $350 for a $40,000 grant and the max was $10,000 for a $1,000,000 grant. I said I was interested in the $40,000 grant and was asked to send $350. But I told him I did not have the $350. He then asked how much did I have, I said I had $200 and he said that would work. I was told not to tell the public or anyone I knew about the grant until i sent they money for delivery fees and received my grant for security reasons. He stated I would receive the money through FedEx, and after i sent the money FedEx would send me a tracking number for my winnings.
