Type of a scam Phishing

They promise you guaranteed Visa for Permanent Residency and they ask advanced non-refundable payments by card over the phone on the first call without sending you an explanation email of details and procedure: if you don’t pay first, you can’t see their service. When I requested details of which RCIC agents they work with, they say they can’t provide any information about them unless I finish full application (sending all my sensitive data like passports) and the payment for it. They don’t provide a number of their registered business and they say they are located in Vancouver but website is not Canadian and it’s based in Israel. Also, the only person they could mention from RCIC is someone that is under Administrative Suspension and they wanted me to contact this person on her personal email (a gmail one, which is not professional anyway). When I told them to provide a different contact from RCIC, they found excuses that otherwise all their applicants will ask questions to their RCIC agents and that these agents decided to not provide their details (which I don’t think is correct). And all the people I spoke to seems not to exist anywhere, there are not even names on their website, if I try to call their phone they never pick up and it’s always busy, only they can call you back and everytime they say “they were busy”.
