I received a letter marked as a "final notice" from the "CA Department of Human Resources" requesting $94 to avoid potential fines and other penalties due to not posting the required government issued posters.
I believe this company is impersonating an official government agency in attempt to sell human resources posters. There is no contact information and nothing come up from a google search

CA Human Resources Compliance is sending out letters to businesses reciting actual CA and Federal Labor and Employment Codes to scare businesses into sending them money. The letter references the laws that require employers to comply with certain codes that require employers make visible certain posters for the benefit of their employees. The letter suggests to the recipient that to comply they must send $94 to CA Human Resources Compliance. To seek to conceal their fraudulent intent, CA Human Resources states they will send you the posters an employer needs to comply.
