James Lucas presents as a licensed/bonded Asphalt contractor. He gives low quotes. He hand writes contracts on paper without letterhead. If he does any initial work, its of inferior quality (watered down) and does not last. He says he cannot work for 5 days after check is delivered. He accepts wired money into his account. He starts pouring poor quality "crack filler" in before the contract is signed. He makes promises and never shows up.
