Type of a scam Phishing
This was one of the easier ID scams to identify. The scammer bought a list of email addresses, put together this fake letter (or maybe a real letter but changed links) and mass mailed. Since I do not have an account at this institution, it was easy to not reply or click any links. However, there have been letters exactly like this that are more devious. Those have these same outlines, but add in the account holders actual name, and possibly even last four numbers of account. THOSE are the ones I first contact the ACTUAL account by going directly to them, not through any phone numbers or "click here" email links listed in the email.
