Type of a scam Online Purchase

My Mom found an Alexander parrot on the website parrotkingdom.com for $280. The price seemed very good. So she used her ** Card to make the purchase. Shipping was free. The next day she contacted the seller to find out when to expect delivery. She was told that the sale did not go thru and they had refunded the purchase. This seemed strange as she had never had a purchase declined.They tried to add $150 for shipping but backed off after she pointed out that shipping should have been free. She tried to put it on another credit card and gave them her number. She was told they were declined. They wanted her to use a Cash app or Zillo which couldn’t do. They asked her to purchase a Vanilla Visa gift card, photo the card and send to them with copies of the receipt. She did. She chatted with them via text and they indicated that the second charge attempt, which was suppose to have been declined was refunded to her. This again was strange since it was declined. They ask for more and more information: her receipt for bird, the invoice, receipt for gift card. She investigated and found that the charge to her credit card had both gone through and had not been refunded. Additionally one of the cards had approximately $30,000 in fraudulent charges on it.
