Type of a scam Online Purchase

This person named Steve wanted me to go to this website and buy a national auto history. I told him that he could’ve done it on a free app with a plates number but he insisted that I can do it myself. That’s when I smelled something was not right. I did my research and I found out about a new way to scam people
