Type of a scam Government Grant

I was contacted via Facebook by someone posing to be my long time friend. The contact started by my friend asking me what did I do with my funds. I was curious to know what funds she was speaking off. She (or the imposter) stated that I she had seen my name on a list for a grant through the National Endowment for the Humanities Financial Assistance Program. She then proceeds to provide me the contact information for the person in which I was to contact. I contacted the number and they ended up contacting be back through text message. The person who contacted me name is supposedly Raymond Corbin. He sent me messages stating that I had won a grant with a listing of the amount of funds I would receive if I was to pay the processing fee/delivery fee. He said I would need to send the money either Western Union or Walmart to Walmart. I was to send to FedX Cashier, Patrice Dunn, Raleigh, NC 27604. Ref# 12112121, Lucky # F1101190 with my name, address and telephone number. He said that I would have my funds within 12 to 24 hours of wiring $1000 if it was sent before 5:00pm. The following day which was Saturday I waited around all day just to find out that I was not going to receive the money. I message the person asking him to contact me via phone, however he continues to send messages. He then sends a message asking for now $3500 for IRS fees before the funds can be sent. From there I contacted Walmart to see if the funds had be pick up which they had been Friday, July 20 at 7:09pm from Walmart- 6600 Glenwood Ave Raleigh NC 27612. From there I began contacting my local police department to file a police report of the scamming and BBB. This is a very unfortunate situation that has occurred and I would just like to make others aware to be careful.
