Type of a scam Online Purchase

I purchased a Redskins hoodie on December 8th, and requested express shipping. The website stated that the hoodie was in stock, but I have not received my purchase. I reached out to the company for a delivery estimate on December 12th and was told my purchase would be shipped in 2-3 business days because it was out of stock. I reached out to them on December 16th, because my purchase had not yet shipped and I was told it would be shipping in 1-2 days. On December 19th I requested return information, because my order had not yet shipped, and I was able to find the hoodie from a more reliable source. I emailed the company and told them I ordered it elsewhere and the more reliable company was able to provide me with an actual date of shipping along with a tracking number. On December 21st, instead of providing me with the return information, the company emailed me and said "Your order has been shipped out and it will take 7-12 days for shipping. We think you will receive your goods in a few days, so could you please wait a few days more." I have sent numerous follow up emails and the company is refusing to respond with their return information. The return information is not listed anywhere on their website, which makes this process extremely difficult. I attempted to contact them, on the phone number listed on their website, but it is a non working number. Their address says they are located in Oregon, their phone number is a Washington DC number, and their order’s are being shipped from China. The charge on my bank account was also an international charge. So this company is posing as an American company but everything else says otherwise.
