Type of a scam Identity Theft

Business brochures for solar panels with Tesla were hung on all the doors in my development. A sticker was attached with the name, email, and phone number of the local solar consultant for my area. I called the number, mentioned the flyer and discussed my desire for solar panels. We had a brief discussion about solar, he told me he was a "solar consultant" and would find the best options for me. I gave him my home address so he could view my home on-line (I assumed google earth) and he said he would get back to me. He called back in a day or two and told me the rear/south side of my house would be best for the panels. I already new this to be the case so we moved on to questions about how old the roof was and the total "power" for our system. I did not know exactly what I was looking for but, I went in the garage and found the numbers he said he needed. He said our credit score had to be above a certain number to lease the panels and I assured him it was. He asked for the last four numbers of my social security number and needed me to send a copy of our electric bill in PDF format. I told him I would send the bill and we hung up. I realized our last bill had been paid and thrown out so I sent an email stating I needed to wait until the next bill come in the mail. He immediately emailed back that, that was fine. A few days later I emailed a pdf copy of our latest electric bill to him. I did not hear back, after a few days I emailed to check the status. He said he came across some "new information" and would get back to me as soon as he could. It has now been weeks. I have sent emails and he does not respond. I call and he does not answer. My husband called from a different number and inquired about getting solar panels. He said he didn’t know anything about them and hung up.
