Ryan Frawley ( claimed to be Ryan york) replied via Thumbtack for an electrical problem.

He quoted me 1500 to replace all breakers and upgrade me from 100-200 amp box and new wiring and outlets in the finished basement. Made deposit via check, then via Cash fro $800. took weeks to get him in, and he simply replaced my 100 amp panel with a 100 amp panel and the breakers do not fit, did not replace breakers. disconnected the wires from the wall, never supplied final inspection and never showed up again. Never made good on his promise to refund my money.

there is now multiple cases with multiple sheriff departments, Ontario and Monroe I believe!

I sought estimates for a deck project through Homeaway.com. On 7/11/17 I received an email from Homeaway indicating that a contractor was willing to provide an estimate for the work. I responded to arrange the estimate. The contractor identified himself as Ryan York from York Enterprise; he gave an estimate and I paid him $3500 for "materials" with a balance due upon completion. The work was scheduled to begin the following Monday, but over the course of six weeks he continued to make excuses for why he could not deliver materials and/or actually complete any work. He did complete a small amount of work and was on my property for approximately 90 minutes. On 8/15/18 I was told by one of his associates (accidentally, I think) that the contractor’s name isn’t Ryan York but is in fact Ryan Frawley. I googled his name and saw a series of local news reports in which he has been accused of defrauding citizens & businesses here in Monroe County. With some assistance from the Monroe County Sheriff’s Office I was able to secure a refund of $2350 of the $3500 I had paid initially, but because he had "started" the project bringing a criminal case against Mr. Frawley would have been complex. As a side note, he accepted a plea agreement for petty larceny (reduced from grand larceny) in *** Town Court on 8/3/17. Frawley is 21 years old and apparently is continuing to defraud honest people despite the cases that have mounted against him.
