Type of a scam Government Grant

I received call stating I was chosen through a demographic study to receive *k in federal grant money to use however I wanted. I supposedly qualified by paying taxes on time, having no bankruptcy, criminal charges or delinquent bills for the last 3 months. I was told to call the grant administrator back at 202-681-1225 and give them conf# GG2033 to arrange to receive my grant money today. I didn’t call back knowing it was some sort of scam. I also asked them to email me the info or paperwork and was told due to technical difficulties they couldn’t email at this time.

Rec’d message via messenger from cousin asking how I was doing. Then was told about a grant to help with extra expenses, etc. Cousin had done so and was qualified and rec’d the money. I clicked on facebook site and was given a pleasant greeting by this person (James Clifford) and then told to fill out form and then wait to see if I qualified. When asked to do it later, was told that needed to do it now or I would not be qualified. After giving name, address, DOB, email, phone #, gender, etc. was then told that I qualified and I would then receive $50,000.00 by courier. I would then however need to pay the courier a fee of over $300.00 in order to receive this money. I questioned that this sounded like a scam, but was rapidly told no, that this was legitimate. I then told this person, that I was not able to take this offer at this time and then closed the message. I then notified cousin of this and then blocked the person from my friend list and also reported to facebook that this happened. I have since changed my email password and have notified other friends about the possibility of them getting a similar message. I am not out any money as of now and hope this stopped this.
