Type of a scam Credit Repair/Debt Relief

Consumer receives a notice via postal service annotating their $15,000 worth of debt has been assessed and reviewed by a company posing as a debt collection agency. This agency has reached a proposed settlement of $9,000 with a payment method extending 36 months on a plan of $273/mo. Company does not release a website except for a personalized site to initiate the debtors "form". In turn, collector does not report debtor to the national consumer reporting agency. This represents the very definition of "phishing".
