Type of a scam Online Purchase

I purchased from this individual’s website on July 16th and it was paid through ******. The seller then proceeded to give me a tracking number that showed a package had been delivered on the 6th of July. How could I possibly get a package on the 6th of July when I ordered on the 16th of July? I then proceeded to contact the post office in which they gave me information that showed a package that was delivered to someone else with a totally different address. I tried to contact the seller via the email that was provided to me and there was no response previously. There was no response. The post master explained that the tactic the seller used is the tracking information showing a delivery was made to the same town and****** will let him keep the money because it is showing "oh look the order was sent and it was delivered" and then the seller is off the hook for having to return my money. However, I don’t think this person ever expected I would contact the post office nor that the post office would help me to show the guy gave me a fraudulent tracking number from usps for a package that wasn’t mine.
