Type of a scam Phishing

The scammer attempts to get you to run a VIN report after looking interested in your vehicle for sale. He makes it seem reasonable by stating he would like to review the vehicle’s information. Once you put in the VIN the company correctly pulls your vehicle and looks legitimate (similar to how a CarFax would look). It then asks you to pay for the full report. This is the portion where the scam attempts to get what it’s after. It has you pay a reasonable fee and from this point they obtain those funds and your credit card information.

I am not 100% sure if its a scam but he acts as though he is interested in my motorcycle but keeps insisting I use a certain site to send him a back ground on my motorcycle, and pay the $20 for the info at this site https://www.bikesfax.com, I said I have no problem going to a BBB accredited site such as CARFAX and give it to him when he actually comes to look at the Motorcycle. and he says hes from Hermatage PA and wont come to see it unless I go through https://www.bikesfax.com and send him the info.
